The Turkish Ministry of National Education (MoNE) has officially released its “Artificial Intelligence Policy Document and Action Plan in Education (2025–2029)”, developed in line with the Presidential vision and Türkiye’s National Artificial Intelligence Strategy under the 11th Development Plan.
This comprehensive roadmap outlines the strategic use of AI in education—from school management and curriculum development to teacher training and student learning outcomes. The plan includes 4 strategic goals, 15 policy actions, and 40 specific implementation steps.
4 Strategic Goals, 40 Action Steps
The policy framework is centered around four strategic objectives:
- Fostering an AI Culture in Education
- Expanding AI Integration into Curricula
- Enhancing AI-Supported Educational Governance and Decision-Making
- Strengthening Technology Infrastructure and Data Analytics
These goals are supported by 15 policy areas and 40 action steps, with implementation timelines ranging from 1 year to 5 years. The initiative involves 12 MoNE departments, 23 collaborating internal units, and 10 external stakeholders, ensuring a highly participatory approach.

- Providing state scholarships for postgraduate AI education abroad

- Enhancing platforms like EBA and ÖBA with AI-driven recommendations and analytics
