The Ministry of National Education of Türkiye (MEB) has officially published the “Directive on the Artificial Intelligence Applications Ethics Committee”, setting a clear ethical framework for how AI technologies will be developed and used in education.

This move follows the National Artificial Intelligence Strategy and aligns with the “Education in Artificial Intelligence Policy Document and Action Plan (2025–2029)”, which took effect on June 17, 2025 as one of the country’s core roadmaps for digital transformation in education.

Structure and Role of the Committee

According to the new directive, the AI Ethics Committee will be chaired by the President of the Board of Education and Discipline (Talim ve Terbiye Kurulu) and include the Director General of Innovation and Educational Technologies (YEĞİTEK) as a natural member.

The committee will consist of 11 members in total — including representatives from relevant departments of the Ministry, as well as three members from public institutions, academia, the private sector, and civil society.

Its main responsibilities include:

  • Developing the “Ethical Guidelines for AI Applications in Education”,

  • Monitoring AI projects within the Ministry for ethical compliance,

  • Providing guidance to provincial, district, and school-level ethics committees.

How the Ethical Process Will Work

Educators involved in AI-based projects will be required to fill out an “Ethics Declaration Form” before implementation.
This process ensures strict compliance with principles of data privacy, confidentiality, and security, guaranteeing safe, responsible, and ethical AI use for students.

This regulation marks a turning point for Türkiye’s digital education ecosystem — shifting the national conversation from technology adoption to ethical innovation and human-centered transformation.

From now on, AI in education will not only be evaluated by how intelligent it is, but also by how fair, transparent, and safe it can be.
